The short answer: Use AI to read the tender, list every requirement in a compliance matrix, build the outline and write a first draft from your own company documents. Never let it invent experience, staff, certificates or figures. A person checks every line against the tender and your records before anything is signed and submitted.
Tenders reward the business that reads carefully and answers every requirement. That is slow work. A 90-page tender document can hide a mandatory form on page 63 and a page limit in an appendix. AI is very good at that reading. Used well, it turns a two-day job into an afternoon. Used badly, it writes a confident proposal about projects your company never did.
This guide shows the method we teach on Day One of our AI courses, step by step, with prompts you can copy.
- Step 1, the compliance matrix: every requirement in the tender, in one table, with page numbers.
- Step 2, the outline: the proposal's sections in the order the evaluator expects.
- Step 3, the draft: written from your own company documents only, with gaps marked.
- Step 4, the four checks: done by a person, not the AI, before anything is signed.
What does AI do well in a tender, and what must it never do?#
AI is excellent at reading, sorting and drafting. It must never supply facts about your business. Keep that line clear and AI becomes one of the most useful tools a bid team has.
What AI does well:
- Reads a long tender document and pulls out every "shall", "must" and "mandatory" requirement.
- Finds the evaluation criteria and the marks attached to each.
- Lists the mandatory documents, forms, deadlines and page limits.
- Turns your company profile and past project notes into clear, well-ordered paragraphs.
- Checks your draft against the requirements and points out gaps.
What AI must never do:
- Invent past projects, client names, contract values or references.
- Add staff, CVs, qualifications or certificates you do not have.
- Fill in the price schedule or the financial bid.
- Sign, stamp or complete declarations and sworn statements.
- Replace your own reading of the instructions to bidders.
Public tenders matter for small firms. Under the Access to Government Procurement Opportunities programme, 30% of government procurement opportunities are set aside for enterprises owned by women, youth and persons with disabilities (National Treasury, AGPO, checked October 2026). Many of the businesses bidding for that work are run by one or two people with no bid team. That is exactly where AI saves the most time.
Step 1: How do you turn a tender into a compliance matrix?#
Upload the tender document and ask the AI to list every requirement in a table, with the page number for each. The compliance matrix is the backbone of the bid: if a requirement is not in it, it will not be in your proposal.
Upload the PDF in Claude, ChatGPT or Gemini, then paste this prompt.
You are a bid manager. Read the attached tender document in full.
Build a compliance matrix as a table with these columns:
Ref | Requirement (quoted exactly) | Page | Mandatory or scored |
Marks (if stated) | Evidence we must supply | Our response section.
Include every "shall", "must", "mandatory" and "required" statement,
every form to complete, every document to attach, the deadline,
the submission format and any page or font limits.
Do not summarise or merge requirements. If something is unclear,
list it in a separate table called "Questions for the buyer".Then ask: "Check the document again. Which requirements did you miss?" The second pass often finds two or three more.
Here is part of the matrix for an invented tender, the kind we use in class.
- R1, mandatory: valid certificate of incorporation (page 12). Evidence: copy of certificate. Response: Section A, attachments.
- R2, mandatory: valid tax compliance certificate (page 12). Evidence: copy from KRA. Response: Section A.
- R3, scored, 20 marks: at least three similar contracts in the last five years, with references (page 18). Evidence: past project list and reference letters. Response: Section C.
- R4, scored, 25 marks: methodology for customs clearance and inland transport (page 19). Evidence: method statement. Response: Section D.
- R5, mandatory: proposal not longer than 30 pages, excluding attachments (page 9). Response: whole document.
Step 2: How do you build the outline?#
Ask the AI to turn the matrix into a proposal outline that follows the buyer's own order and headings. Evaluators score against their checklist. Make it easy for them to find each answer.
Using the compliance matrix above, write the outline of our proposal.
Follow the order and headings the tender asks for. If it gives no
order, follow the evaluation criteria from the highest marks down.
Under each heading, list the requirement references it answers (R1, R2...)
and the evidence we must attach. Show the page budget for each
section so the whole proposal stays within the page limit.
Flag any requirement that has no section yet.Read the outline against the tender yourself. Move sections if the buyer's instructions say so, even if the AI put them elsewhere.
Step 3: How do you write the draft from your own documents?#
Give the AI your own company documents, and tell it to use nothing else. This is the rule that keeps a proposal honest. The AI writes; your documents supply every fact.
Useful documents to upload: your company profile, a list of past contracts with dates and values, short staff profiles, your standard method statement, and your policies on health and safety or quality. Remove anything personal that the bid does not need, such as ID numbers. Our guide to AI and Kenya's Data Protection Act explains what never to upload.
Write Section D, Methodology, of our proposal, answering requirements
R4 and R6 in the compliance matrix. Use ONLY the facts in the attached
company documents. Do not invent projects, clients, staff, numbers,
equipment or certificates. Where the tender asks for something our
documents do not show, write [MISSING: what is needed] in the text
instead of filling the gap. Write in clear, formal British English,
active voice, short paragraphs. Stay within 4 pages.
Quote the requirement reference at the start of each sub-section.The [MISSING] markers are the most useful part of the answer. They show you, in minutes, where your bid is weak and what you need to find before the deadline.
Step 4: What four checks must a person do before you submit?#
A person, not the AI, does four checks before the bid is signed. Skipping them is how good firms get disqualified.
- Every requirement answered. Go down the compliance matrix line by line. Each requirement has a section, and each mandatory document is attached.
- Every fact traced. Each project, figure, name, date and certificate in the draft appears in your own records. Delete anything you cannot trace.
- Format and paperwork. Page limits, fonts, numbering, forms filled in by hand where required, signatures, stamps, the number of copies and the submission method.
- Read as the evaluator. One person who did not write it reads the whole proposal against the evaluation criteria and marks it as the buyer would.
AI can help with check 1 ("compare this draft to the matrix and list any requirement not answered"). Checks 2, 3 and 4 belong to people.
Worked example: how would Pwani Freight use this?#
Pwani Freight is an invented freight forwarder in Mombasa that we use as a demo business in class. It is not a real company. In the exercise, Pwani Freight bids for an invented tender: customs clearance and transport of imported raw materials for a manufacturer.
The tender goes into Step 1 and comes back as a compliance matrix: every requirement, each with its page number. Anything unclear, such as whether transit insurance belongs in the bid price, goes into the "Questions for the buyer" table instead of being guessed.
Suppose the tender asks for three similar contracts and Pwani Freight's files show only two. The Section C draft does not invent a third. It writes [MISSING: a third similar contract] in the text. The bid team then decides what to do: find a real contract that fits, or answer honestly with what they have. That is the point of the exercise. AI makes the gap visible quickly, and a person makes the call.
How do you build a Proposal and Tender Analyst assistant?#
Set up an AI assistant once with your company documents and bid rules, so every new tender starts from the same base. In Claude this is a Project: a workspace with fixed instructions and knowledge files.
- Instructions: the role (bid manager), the rules (use only the knowledge files, never invent, mark gaps with [MISSING]), and the output shapes (compliance matrix, outline, section draft).
- Knowledge files: company profile, past contracts list, staff profiles with consent, method statements, policies, and your best past proposal.
- The first test: give it last year's tender and compare its matrix with the one your team made by hand.
We explain the build step by step in how to build your own AI assistant. A Proposal and Tender Analyst is one of the assistants you can build in AI Essentials, one Saturday where you build your own AI assistant. Cloudwise Limited, an ICT company in Westlands, Nairobi, runs hands-on AI training on Claude for individuals and teams.
If you want to go further and produce a full proposal on your own letterhead, built from your own past bids, that belongs in private one-to-one training: eight hours with a trainer for Ksh 30,000.
Frequently asked questions#
Can AI fill in tender forms?#
AI can help you draft the text that goes into a form, such as a company description or a method statement. It must not complete declarations, sworn statements, price schedules or anything you sign. Fill those in yourself from your own records, and check each figure. A wrong declaration can disqualify the bid or worse.
Will the buyer know I used AI?#
They may suspect it if the proposal is generic, repeats itself or makes claims you cannot prove. They will not notice a proposal built from your own documents, edited in your own voice and checked line by line. Buyers score evidence and compliance. Some tenders ask about AI use, so read the instructions to bidders.
Is it safe to upload tender documents to AI?#
A public tender document is usually safe to upload, because it is already published. Your own bid is different. It contains prices, staff details and client references. Remove personal data such as ID numbers, use a paid business account where you can, and never upload documents marked confidential without the owner's permission.
Leave with your own AI assistant: AI Essentials, one Saturday, Ksh 5,500. Build a Proposal and Tender Analyst, or the assistant for the job that takes most of your week, with a trainer beside you. Book at cloudwise.co.ke/ai-training/essentials.
